![]() First and foremost let me say this! If you are expecting to do real police work: chase bad guys, catch real criminals and be involved in high-speed-chases and shoot outs…LOL…you might as well get right back on the plane and go home! KPD is not even a real police department. You will not be commissioned by any agency and your "police" credentials will mean absolutely nothing outside of U.S. Army Kwajalein Atoll controlled property. In fact, just this year a new policy came out saying KPD can not use the term, "arrest" in any of their documentation whether that be in the form of an MPR (Military Police Report) or an officer’s sworn statement. Every officer must use the term, "apprehend". You will not have "arrest" powers. I can not count the number of ignorant, out of touch KPD officers who arrive thinking they are going to save the Marshall Islands by policing this small island like they were patrolling downtown Chicago, New York, LA or Miami. There will be entire weeks where you will go without a single callout! The calls you do have will be for stolen bikes, noise complaints, minors in possession of alcohol and minor accidents from drunken islanders falling off their bikes. You will have an occasional burglary and assault with only a few domestics. Oh, you will also be able to write tickets for anyone going over the speed limit of, get this, 25mph! The maximum speed limit anywhere on the island. You, as a cop, are only allowed five miles over this limit in any response you are called out to. And believe me, let a member of this community observe you "speeding" and they will report you! KPD has terrible relations with the community it is "serving". RNPD, Roi-Namur Police Detachment, has much better community relations. RNPD is a detachment about 50 miles north of Kwajalein located on the island of Roi-Namur. Currently there is a 13 officer detachment there. I worked there the last three years of my employment with KPD. But enough of this…let us get to your training. The Kwajalein Police Department’s Officer Orientation Course (OOC) leaves much to be desired! No offense to the current training Sergeant! The current training sergeant is really a good person but, he/she is hindered by political correctness and bureaucratic bullshit that leaves the job open to interpretation. That being said, let me interpret it! The OOC is actually a joke! If you know anything about police, corrections and security and law enforcement, you will learn absolutely nothing! More time is spent of PPCT defensive tactics that you will seldom use out there verses on what really matters - the MPR or, Military Police Report! I swear to you I spent an entire week out of 14 days learning this BS PPCT system rather than being taught the correct and proper procedures of COPS. Infamously known by those who use it as, "Centralized Operations Police Suite". You can access this web site by going to: https://mp.pentagon.mil , though I highly suggest you do not try to access this website without an official login and password! I didn’t mess with it though! I exited it ASAP! COPS is the worst program ever to be invented. You will have to learn this system because this is what every police report is done on. Then, once you think you have learned it, you have about five different officers in the chain who think they know the best way to do an MPR. I swear to you I completed an MPR only to have it sent back with changes after changes and sometimes orders to change it back to the original way I had it. There is no "individualism" as far as your police reports go. You either do it the same exact way, wording, format and all, or get it sent back to you to fix it. I never understood this! COPS and this MPR bullshit is 99.9 percent of your job, yet only one percent is spent learning this in your Officer Orientation Class (OOC). But I can understand learning PPCT defensive tactics like there is no tomorrow given the fact that at no time would you ever use this system if you were ever trained or experienced any other system - better known as, "COMMON FREAKING SENSE"! Those of you who were/are Army Military Police Officers will have no problem from what I understand. I had a Sergeant and a Lieutenant who were former Army MPs and they really knew their stuff. I learned a lot from them! Thanks guys! But KPD receives officers from every branch of the military as well as the civilian sector. No one but the Army uses COPS! Just another reason why a civilian police department has no business working on a U.S. Army base! ![]() Ticket writing - Kwaj style!
Something that bothered me from day one was the ticket writing. Ticket writing here is like no where else you have ever worked. Be expected to confiscate a loaf of bread from an old man and write him a ticket. Be prepared to remove candy and or soda from a kid’s hand and cite their parents. Be prepared to take away a gallon of milk, baby-powder, diapers ect…and cite a poor mother trying her best to raise her family. Yet, you “can” let corrupt Marshallese Kings and Queens who, I have been told by first hand witnesses engage in criminal activity to remain in power, to go though with what ever they want. There is a SERIOUS lack of common sense among the so called “leaders” of KPD and USAKA! Corrupt Marshallese Kings and Queens, traditional leaders known as “Iroj” in Marshallese are paid millions of U.S. Tax payers dollars a year by the lease of their land. Yet these traditional leaders horde all of the money leaving their citizens in dirt poor poverty while benefiting from the protection of KPD and USAKA who enable the oppression of pheasant Marshallese citizens!
